I would use a physical barrier such as perspex but do not have the clearance between the sashes and the casement so it has to be a paint that is thick and can withstand a high pressure of water that can cope with the expansion of wood.

The potential issue you may encounter would be with the waterproofing additive that has been used in the screed — a lot of additives contain water repellency features which essentially stop the surface from wetting which would then in turn prevent a paint from being able to adhere to it.
